Dr. Irving Mintzer

Dr. Irving Mintzer is a Professor in the Robert H. Smith School of Business at the University of Maryland in College Park, MD, USA. He is also the Director of the Initiative on Closing the Investment Gap in Sustainable Infrastructure, a developing country-led project that is designed to deliver low-cost, private sector capital for sustainable infrastructure projects in developing countries. Dr. Mintzer has been a consultant on climate finance and climate policy to the Executive Office of the UN Secretary-General, to the UNFCCC, UNEP, UNDP, and UNITAR as well as the World Bank, Global Environment Facility, the California Air Resources Board, California Energy Commission, and various international corporations including SwissRe, Shell International, TEPCO, ARAMCO, and CEMEX.
